Tec Instructor Trainer Phil Phelan, I was born and grew up in Melbourne, Australia, and this is where I took my first breathe underwater in 1981. In 2000 I was now living in Perth, Australia and this is where I became a PADI Instructor, but my interest was Technical diving, in 2003 I reached one of my objectives attaining the rating of TDI TEC Instructor and a DSAT Instructor. Since 2003, I have concentrated my diving career with Technical diving, teaching in Thailand, Indonesia, Australia.
