From the surface, Navy Pier seems bland and innocuous, but beneath its concrete platforms and piling. Navy Pier is unique among dive sites, since it's located on Naval Communication Station Harold E. Holt and can only be accessed once a day by one dive company. This isolates the marine life living there from recreational and commercial fishing pressures.
